My experience with scheduling actually started when, as a young man, I took on a project scheduling over 1,000,000 parts for a space project through a Parts Conditioning Lab in one year simply because everybody said it couldn’t be done. I had nothing to lose so I took it up the challenge and, working with one other engineer was successful. When there was a problem with a part or group of parts we would do failure analysis to determine the cause of the problem, then notify the design engineer. Being able to notify the user of problems at an early date and allowing the designers to make the required changes in a timely manner. This experience caused me to recognize the benefits of a good detailed schedule and how a good well thought out schedule can identify problems when the unexpected happens and then make the required timely adjustments required to still meet the overall goals.

As Sr. Scheduling Manager for Jacobs\COE I supervised 4 schedulers reviewing as many as 110 and a minimum of 75 P3 and\or P6 schedules @ one time to insure the schedule submittals met the requirements of the contract.  I was also was responsible for assisting the schedulers and the Project Managers in identifying and reviewing and analyzing contractor claims submittals and for the periodic reviews of the Contractors and COE personnel contract data (their “project controls” data) that was entered into the COE’s Resident Management Program (RMS) program.

The Beckman philosophy was to bid jobs where the bid documents were so screwed up nobody could arrive at a good planned and bid enough to make sure there was enough money in the bid to do the work. My main responsibility was bidding the electrical and instrumentation.
